It seems that if you try the small business edition, you don't have to be in China for a sign-up
All the pages are in Chinese, however, after you registered, you can change language settings,
First, go to the register page, and make a translated page(do it in chrome/firefox), and fill in the Chinese form
- In the company name, fill in e.g. Gates & Co.
- in the user ID(upto 10 users for small business), fill in like Bill
- then you will have a user ID like [url=mailto:bill@GatesCo.partner.onmschina.cn]bill@GatesCo.partner.onmschina.cn, if you have a private URL, you can later use it in settings.
- fill in passwaord, note that it has to be a "strong password", consisting big & small letters & numbers, e.g. BGates123456.
- Take down your userID and password, you will need it for login in, it doesn't accept your MS account login.
- after filling in everything, click "Create New A/C" on bottom of page.

When registration is done, you will have the Admin Page, in Chinese, click the "settings" tab on top right,
scroll to bottom, click on "語言"(language), on the right choose "English" or your desired language:
