win10pe加了这些文件，还是不能启动explorer

我把这些文件拷进原版的pe里了。
启动后出现命令行里执行explorer
然后就没了。没有桌面，没有错误。什么都没有。
这是什么原因？


我的系统和adk pe 都是1803的
