Microsoft introduced "Windows Hardware Compatibility Program" many years ago, which is designed to help 3rd party vendors deliver software and hardware products that are compatible with Windows and run reliably on Windows. Intel graphics drivers are all digitally-signed by "Microsoft Windows Hardware Compatibility Publisher", implying they have passed Microsoft's qualification testing and their reliability is expected. It's hard to say that Microsoft is completely innocent.
